Working days = calendar days − weekends − Estonian public holidays (12 per year, moveable holidays via Gauss). Short workdays (TLS §53, −3 h) are not subtracted — they still count as working days.

start/end — inclusive range. weekend — Sat/Sun. public holiday — 12 dates under the Holidays Act. A short day still counts as a working day.

Ordinary week with no holiday
Mon–Fri → 5 working days.
March 2027 across Good Friday
1–31 Mar 2027: holidays on 26 Mar (Friday) and 28 Mar (Sunday). 26 Mar reduces the working-day count.
Short day still counts
23 Feb 2027 is shortened by 3 hours but remains a working day.
